A grant report may arrive by a deadline while the underlying milestone is still under review. The IRS publishes recordkeeping guidance for private foundation grants subject to expenditure responsibility. A foundation can create a fictional grant package for testing document status and provenance. IRS expenditure responsibility recordkeeping

Make a sample award with two milestones and one amendment that moves a due date. Pair a submission receipt with an approval for the earlier milestone only. Ask the model what arrived and which milestone is supported as accepted. Require citations to both the amendment and the relevant review record.

Keep actual grantee files, beneficiary identities, evaluations and unpublished amounts out. Use original paperwork and avoid testing recommendations about who should receive funding.

Describe a synthetic grant milestone sample

Original Fiund exercise

A timely report receipt is not milestone acceptance

A fabricated award has two administrative milestones and an authorized deadline amendment. No real grantee, beneficiary, grant amount or funding recommendation appears.

Fictional records supplied to the evaluator
RecordSourceWhat it records
FG1Practice awardMilestone M1 report due day 10; M2 report due day 20.
FG2Authorized amendment and receiptM2 deadline moves to day 25. M2 report received day 24; receipt confirms upload only.
FG3Review recordReviewer accepts M1. No M2 acceptance, outcome verification or additional amendment supplied.

Question for the model

Which receipt is within its amended deadline, and does the M1 approval or M2 upload establish M2 acceptance?

Show the reference answer and checks

FG2 places M2's day-24 receipt before its amended day-25 deadline, supporting timely receipt under the fictional record. FG3 accepts M1 only and does not establish M2 acceptance or outcome verification. Keep amended due date, received document and reviewer disposition as separate fields rather than calling a timely upload an accepted milestone or borrowing another milestone's approval.

  • Using M2's superseded day-20 deadline after an explicit amendment.
  • Treating upload receipt or M1's review as approval of M2.

Fields to preserve

Award and milestone identity
Defines the review target.
Original and amended deadline
Makes timeliness reproducible.
Receipt versus acceptance source
Separates delivery evidence from substantive review.

Test another case

Add M2 acceptance that requests a corrected attachment. Require a precise qualified disposition rather than an unconditional complete badge.

Use original synthetic paperwork. Exclude grantees, beneficiaries, evaluations and unpublished amounts, and make no allocation or funding recommendation.

Discuss a contribution

Describe the sources you control, the task they could support and what has already been checked. Use the existing-data assessment for an archive or the collection brief for a new recording project. The contributor agreement defines Fiund’s licensing authority and compensation. A guide or fictional exercise does not establish an accepted collection or a sale.
