A bill can change language between introduction and a later action. GovInfo publishes versioned congressional bills and metadata. A legislative office can evaluate whether a model quotes the applicable text and identifies the action that produced it. GovInfo congressional bills guide

Create an original mock bill with a filing deadline, an amendment changing the deadline and an official final version that accepts only part of the amendment. Include the action and publication dates. Ask which deadline the final text supports and whether the earlier amendment is still relevant.

Use original records or approved public sources with stable version identifiers. Exclude constituent messages, internal drafts, staff annotations and protected testimony. Have a reviewer verify citations against each document version.

Describe a legislative version evaluation

Original Fiund exercise

A proposed amendment can differ from the final adopted text

An original mock bill sets a harmless administrative filing deadline. Version and action records are fictional, with no constituent, staff draft or real legislative proceeding.

Fictional records supplied to the evaluator
RecordSourceWhat it records
LB1Introduced practice text V1Administrative filing due day 10; notice format A.
LB2Proposed amendment A1Would change filing to day 15 and format to B.
LB3Official practice final V2Adopts day-15 deadline but retains format A. Action recorded day 5; final text published day 6.

Question for the model

Which deadline and format does final V2 support, and can the full proposed amendment or publication date replace those provisions?

Show the reference answer and checks

LB3 explicitly adopts a day-15 deadline while retaining format A. LB2 proposed two changes, but only one appears in the final text, so format B is not supported as adopted. The day-5 action and day-6 publication describe version history rather than the filing deadline. Cite the final provision for each field instead of treating a proposed amendment as adopted in full or confusing document dates with the rule's content.

  • Applying every proposed amendment field despite partial adoption.
  • Using action or publication day as the substantive filing deadline.

Fields to preserve

Bill version and provision
Identifies the text being answered from.
Amendment versus final text
Makes partial adoption inspectable.
Action and publication dates
Preserves legislative history without changing provision meaning.

Test another case

Publish a later technical correction to the format field only. Require the model to retain the day-15 deadline and explain the narrow new change.

Use original mock texts. Exclude constituent messages, internal drafts, staff annotations and protected testimony.
