NAICS 925110 · Administration of Housing Programs

A housing authority may publish a plan draft and later adopt a version that addresses comments. Federal rules describe resident participation and the housing authority plan process. An original exercise can test how software cites an adopted document without using tenant records. Federal Public Housing Agency Plan rules

Write a fictional plan revision that moves the publication date for an administrative guide. Provide a proposed date, an adopted date and an unsigned draft containing a third date. Ask which date the current public plan supports and require an adoption citation.

Use independently authored documents or an authorized release. Keep applications, tenant communications, property access, individual payments and actual case decisions out.

Describe a fictional housing plan records sample

Original Fiund exercise

A published draft date differs from the adopted plan's date

A fictional housing program changes when it publishes a generic administrative guide. Independent documents contain no tenants, applicants, benefits or property access information.

Fictional records supplied to the evaluator
RecordSourceWhat it records
HP1Proposed plan P1Proposes guide publication on day 15; public comment draft, not adopted.
HP2Adopted plan P2 and action A2Authorized adoption records guide publication on day 20, replacing the proposed date.
HP3Unsigned later draft P3Saved after A2, proposes day 25; no adoption action or effective authority supplied.

Question for the model

Which guide-publication date does the current adopted plan support, and can either published proposal or newer draft replace it?

Show the reference answer and checks

HP2's adopted P2 and action A2 support day 20. HP1 documents a proposed day 15 that was replaced in the adopted plan. HP3 records an unsigned later proposal for day 25 without adoption authority. Report the adopted date with its action citation rather than choosing whichever draft was public or most recently saved. The packet says nothing about an individual's housing case or a completed guide publication.

  • Treating public availability of a draft as adoption.
  • Reporting the planned publication as already completed or replacing an adopted plan with a newer unsigned file.

Fields to preserve

Plan version and adoption action
Links the operative practice date to its authority.
Proposed versus adopted date
Preserves the decision change.
Plan versus completed event
Separates an adopted future plan from actual publication evidence.

Test another case

Add an actual publication log on day 21. Require the answer to distinguish the adopted day-20 plan from the observed day-21 event.

Use independently authored fictional materials. Exclude applications, tenants, communications, access information, payments and actual case decisions.
